consider, provide a solution of our existing difficulties in

this connection. The institution not being a Government one

will not be bound to admit every case and the management will

thus be able to set a limit to those admitted and at the same

time will accept the recommendations of the Government

regarding admission in particular cases.

An opportunity of lending Government assistance to this project has occurred by the acquisition

of certain property known as the Aberdeen Paper Mills in connection with the Aberdeen water-works development scheme. The machinery in the works has been sold and the buildings

are now vacant. They can be adapted and developed to meet the requirements of an Industrial School to accommodate about 300 boys at an estimated cost of some $200,000, to be

The provided by private subscription as mentioned above. present estimated value of the buildings is $183,000 and of the site $50,400 and if put up for sale they would no doubt find a purchaser. But without the grant of these buildings and the land on which they stand I see no likelihood of the scheme being made possible and I consider that the sacrifice from public funds of this potential sum would be amply justified by the worthiness of the present object and I therefore recommend that this property embracing in all 126,000 square feet of Crown Land and including the buildings be donated by Government under proper restrictions as a contribution to the scheme on condition that, apart from a small Government subsidy, the funds for establishing and running the school will be provided from private sources. It is intended that such Goverment subsidy should be limited to an annual grant amounting in the first instance to $4,800 per annum, that being the sum at present given to the St.
